摘要:我国煤电超低排放改造已实现2017年电力行业烟尘、SO2和NOx排放量仅占排放峰值的7%、9%和11%。燃煤电厂排放的颗粒物有两种类型:一类是目前我国排放标准中已监控的可过滤颗粒物,另一类是我国尚无标准控制的可凝结颗粒物。应通过控制烟气中的SO3实现对可凝结颗粒物的控制,尽快针对燃煤电厂的湿烟气特点,制定SO3监测的方法标准和SO3排放标准。充分发挥现有烟气治理设施中的低低温电除尘器、湿式电除尘器、湿法脱硫对SO3的协同脱除作用,可以将SO3控制在5mg/m3以下。采用烟气加热方式消除白色烟羽会增加污染物排放。

3 SO3和可凝结颗粒物控制存在问题

3.1 控制对象及控制程度模糊

排放烟气中的水汽以气态为主,占99.95%以上,气态水中不含盐,只有液态水溶液中才含有“溶解盐”,即溶解固形物。由于液态水占比小于0.05%,超低排放条件下烟气中排放的溶解固形物介于0.15~2mg/m3,一般不超过1mg/m3。
“可溶性盐”“溶解盐”等各种没有明确定义的项目测试中,测试的都是水溶液中的溶解固形物成分或各种离子浓度之和。水对各种盐的溶解度不仅与温度有关,而且与水溶液的pH 值密切相关,如烟气中未反应的石灰石颗粒,在pH 值为7 的水溶液中基本不溶解,但在pH 值为3 的酸性水溶液中会快速溶解。
